ICP currently lists ordinary-passport nationals of India, Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa for conditional 14- and 60-day UAE entry routes—but nationality alone is not enough. The traveller and qualifying family members must also hold an accepted foreign visa, residence permit or Green Card. The two routes have different stays and extension rules and must not be treated as interchangeable.

Decision tree

  1. Is your ordinary passport from one of the seven listed countries?
  2. Do you hold the exact accepted foreign status shown above?
  3. Is your passport valid for at least six months?
  4. Do you need a 14-day extendable route or a 60-day non-extendable single-entry route?
  5. Confirm current eligibility and obtain the correct authority outcome before travel.

If any answer is no or unclear, review the standard UAE tourist visa types rather than assuming conditional eligibility.

“Visa on arrival” terminology

Search results often call these routes visa on arrival. ICP’s current pages present 14- and 60-day issuance services with Smart Services and 30-day pre-entry validity. Use the exact service/permit instructions. India also has a separate GDRFA Dubai service explicitly titled visa on arrival; that does not change the ICP rules for every nationality.

Scenarios

Filipino passport + Canadian residence permit: the nationality and status types appear in the ICP matrix; final eligibility still requires authority confirmation and valid documents.

Vietnamese passport + Canadian visitor visa: ICP lists Canadian residence permits, not Canadian visitor visas, in this branch. Do not assume the status qualifies.

Eligible nationality without qualifying foreign status: use the requirements guide and explore a standard tourist route.
