Indian passport holders should first check whether a conditional route applies. Current ICP services include qualifying Indian ordinary-passport holders with specified foreign visas, residence permits or a US Green Card; separate 14- and 60-day routes have different extension rules. Travellers who do not meet those conditions can explore a standard 30- or 60-day tourist-visa inquiry, subject to authority review.

- Is the traveller using an ordinary Indian passport valid at least six months?
- Do they hold a valid US/EU/UK visa or residence permit, US Green Card, or qualifying residence permit from Japan, South Korea, Australia, Canada, Singapore or New Zealand?

Eligibility requires the exact foreign status and documents; an Indian passport alone is insufficient.
GDRFA Dubai 14-day visa-on-arrival service
GDRFA’s current named service covers Indian ordinary-passport holders with a US Green Card or qualifying UK/EU residence visa, each with at least six months’ validity. It lists a 14-day stay, one same-period extension, AED 253 and expected completion of 48 hours. Its wording is narrower than ICP’s expanded matrix; do not merge them into one universal rule.
Standard tourist route
If conditional eligibility does not apply, a tourism-establishment route may still be reviewed for 30 or 60 days, single or multiple entry. See standard visa requirements, official fee context and processing guidance.
Scenarios
Indian passport + valid Japanese residence permit: the ICP matrix includes Japanese residence permits; compare 14/60 and confirm eligibility.
Indian passport + Japanese visitor visa: that status is not listed for Japan on the current ICP page; do not assume it qualifies.
Indian passport only: proceed to standard-route review rather than treating nationality as conditional eligibility.
